He provides strategic insights on Customs compliance, including HTS classification, country of origin reviews under diverse trade agreements, and substantial transformation analyses to determine a product’s manufacturing origin or essential character.
Jaime focuses on obtaining a deep understanding of the products and manufacturing processes that he evaluates, analyzing manufacturing processes so that technical information can be distilled into what is legally relevant for trade compliance. This approach allows him to provide detailed support for HTS classifications, evaluate essential character, and support defensible country of origin determinations. He has developed a methodology that combines process mapping, component-level analysis, and regulatory interpretation to translate complex engineering detail into clear, audit-ready conclusions.
Jaime has experience across several high-technology sectors, including server and computer manufacturing, cryocooling devices, manufacturing robotics, advanced automotive systems, climate control assemblies, pumps, and metal-stamped automotive parts. This range of technical background allows him to understand the nuances of diverse production environments and to identify the factors that confer origin or define classification outcomes.
Jaime has significant experience in procedures before Mexican authorities, including NAFTA and USMCA origin audits, IMMEX program operations, VAT Certification requirements, and audit responses involving ERP traceability, production records, and inventory control systems. His work often requires coordinating with engineering, finance, logistics, and operations teams to ensure that legal analyses align with real-world manufacturing practices and documentation.
